Luska Charmbeak, the first boss you encounter in the dungeon is the one that drops the hat. The robe and shoes are dropped by the final boss. Arc 2 is notorious for having a massive drought of worthwhile gear, at least last time I played through it. You can easily make do with Waterworks gear all the way up until you unlock Darkmoor and Exalted Duels. If you wanted to you could farm Chronus/Gladiator for a solid level 90 athame/ring, but otherwise WW will hold you over until level 100.Death wizards do have their drains to increase their survivability, so House of Scales might be nice for the damage boost, but when it comes to facing bosses and higher level dungeons, you'll be glad you chose Waterworks. It is annoying because the dungeon takes forever and once you finally get it, you are extremely weak. After I got it all, I am starting to go back to waterworks gear.
