So I guess black ops 3 is ghosting its custom content for now. tl;dr Mods download in the background and work only after you restarted the game Mods do not show that they downloading but show how much they have downloaded. If I'm thinking correctly, it shouldn't as long as there's one mod folder and inside that folder, there are all the mods in a sub-folder. IE: (BO3 file directory)>mods>mods sub-folder> individual mod folders. I'd say give it a shot, but make a back up just in case.
